How this is measured
Fexr adds up on-chain transfers of $250,000 or more where one side is a wallet labelled as an exchange. Net withdrawn is what left exchanges minus what arrived. Transfers between unlabelled wallets, and native BTC and ETH, are not counted.

Why it matters
Tokens leaving exchanges usually go to self-custody or to other venues; tokens arriving are available to sell. Stablecoins arriving can mean buying power moving in.
